In order to create a Solid Waste Disposal Surcharge and Wasted Food Reduction and Diversion Fund, the Composting for Community policy team has partnered with Maryland lawmakers to present HB 42/SB 134 for the 2025 legislative session. In order to fund food waste prevention, rescue, recycling, and composting programs for local governments, small businesses, nonprofit organizations, and farms, the bill suggests a $2/ton waste disposal levy, which would generate over $14 million yearly. Through the Maryland Department of the Environment and the Department of Agriculture, it seeks to increase the capacity for composting and the recycling of organic waste, give block grants to counties for projects reducing food waste, and finance food rescue and on-farm organics diversion initiatives. Based on input from stakeholders, the bill has been improved since its initial submission in 2022. For example, it has increased administrative financing from 10% to 25% and decreased the surcharge from $5/ton to $2/ton. As of early 2025, 44 organizations had expressed support for HB 42 and SB 134, which had been heard in committee.
