Honolulu’s Department of Environmental Services is launching a pilot program called Green Recycling Organic Waste (G.R.O.W.) starting April 1, 2026. This program allows residents in six O‘ahu neighborhoods (Waipahu, Nānākuli, Hawaiʻi Kai, Mililani, Kailua, and Kalihi) to put food scraps in their green compost carts. These communities already have automated curbside collection. The initiative aims to reduce food waste sent to landfills or waste-to-energy plants by diverting it to composting. Acceptable materials include fruits, vegetables, dairy, meat, eggshells, and coffee grounds, which can be mixed with yard waste to create nutrient-rich soil and reduce greenhouse gases from decomposing waste. The pilot will educate residents on proper food waste disposal and help the city plan for a potential islandwide expansion. Additionally, residents outside these areas or without curbside service can drop off food scraps for free at a local composting facility starting April 1st.
